Delhi NCR is three markets, not one

The National Capital Region spans three states with different employment registrations, different commercial cultures and different industry clusters. Central Delhi carries trading and distribution houses, media, public sector undertakings and policy-adjacent organisations. Gurugram carries non-banking financial companies, insurers, consumer internet brands and a dense band of captive global capability centres. Noida and Greater Noida carry IT services, edtech, electronics manufacturing and shared service operations. The vendor who suits a Gurugram lender rarely suits a Noida edtech company, and a shortlist assembled by geography alone mixes them freely.

The difference matters most at the review table. A non-banking financial company in Gurugram answers to the Reserve Bank of India for how it outsources technology and where customer data is stored. An insurer answers to IRDAI. Anyone holding customer records answers to the Digital Personal Data Protection Act 2023, which places the obligation on you as the data fiduciary even when a vendor does the processing on your behalf. The second local factor is procurement style. Buying in NCR, especially anything that touches a public body or a large enterprise, runs on request-for-proposal documents and comparative bid sheets, and a comparative bid sheet rewards the lowest number in the cell. • One system in production, described end to end. Not a demo video, not a screen recording of a chat window. Ask who uses it, how many times a day, what it does when it is unsure, and who was on call the week it launched.
• The numbers behind that system. A team that shipped it can tell you the size of its evaluation set, its accuracy on that set, its escalation rate and what changed when the underlying model was upgraded. A team that cannot has not run the system, only built it.
• A written price before a proposal. Published starting prices are a proxy for confidence in scope. If a firm will not indicate a band until three discovery calls have happened, the band exists and you are not being shown it.

• A named support arrangement with hours attached. Ask what happens at 2am on a Sunday in month seven, and what it costs. Vague goodwill is not a service level.

Three situations where the honest recommendation is to stop.

Your data is not ready. If the records that would feed a model live in a dozen spreadsheets with no owner, an AI project becomes a data project with an AI invoice attached. Fix the pipeline first, and measure whether the reporting alone solves the problem.

The workflow is deterministic. Approvals with fixed thresholds, statutory calculations and fixed-format reconciliations are rules problems. A rules engine is cheaper, faster and auditable, and any consultancy that cannot tell you this is optimising for their own invoice.
