Sovereign AI

Sovereign AI is used at two levels. At the national level it refers to a country's ability to build, host and govern AI systems on domestic infrastructure under domestic law, reducing dependence on foreign model providers and cloud regions. In India this is reflected in public investment in compute capacity and in models trained for Indian languages. At the organisational level it means an enterprise running AI in a way that keeps control of its data, models and operations within its own legal jurisdiction and governance.

In practice, enterprise sovereign AI combines several things: open-weight or domestically developed models, in-country hosting, data residency, contractual and technical control over the full stack, and the ability to continue operating if a foreign provider changes terms or withdraws service.

It is not a synonym for self-hosting, though self-hosting is usually part of it. Nor is it an anti-cloud position; a domestic cloud region under local law can be sovereign. The term is sometimes used loosely in marketing, so buyers should ask what specifically is under their control: the weights, the hardware, the data, the operations, or all four.

The term exists because AI capability has become strategically important and heavily concentrated in a few foreign providers. Governments and regulated enterprises recognised that critical services running on models they cannot inspect, host or guarantee access to is a dependency risk. Sovereign AI names the goal of reducing that dependency. The trade-off is that sovereign options may lag the frontier on some tasks and cost more to operate, and sovereignty is a spectrum rather than a switch. The practical stance is to be model-agnostic: benchmark sovereign and foreign options on your tasks, use sovereign ones where they are sufficient, and keep the ability to switch.
